14 Mar INATBA Provides Feedback on the Implementation of Interoperability Regulatory Sandboxes
The International Association for Trusted Blockchain Applications (INATBA) has submitted its feedback on the European Commission’s Implementing Regulation for Interoperability Regulatory Sandboxes under Regulation (EU) 2024/903. While INATBA welcomes the initiative, we have identified key areas that require further refinement to ensure these sandboxes effectively foster innovation and collaboration.
- Need for Greater Private Sector Involvement
The current proposal limits the establishment and governance of interoperability regulatory sandboxes to public sector bodies and Union entities, restricting private sector participation. INATBA believes that SMEs, startups, and industry stakeholders should play an active role in initiating and co-developing these sandboxes. - Access Requirements and the Risk of Hindering Innovation
The proposal imposes strict eligibility criteria, requiring participants to be fully compliant with existing regulations before entering the sandbox. This contradicts the very purpose of a regulatory sandbox—allowing innovative solutions to be tested in a controlled environment.
INATBA strongly supports the creation of interoperability regulatory sandboxes but urges the European Commission to refine the framework to foster greater private sector participation and reduce access barriers. A more inclusive, flexible, and innovation-driven approach will ensure that these sandboxes effectively support regulatory learning, digital transformation, and the next generation of European digital infrastructure.
